The Confederation of Labour of Russia is an umbrella organization that includes 14 labor unions within the Russian Federation, according to the organization's website (https://www.ktr.su/content/about/).
Known also by the Russian acronym "KTR," the organization was founded in
Moscow in April 1995, incorporating independent trade unions that had not
previously been included in the Soviet Union's state trade unions, and is a
member of the International Trade Union Confederation.
The flag of the
KTR, along with other flags, can be seen in photographs online, such as at
https://disk.org.tr/2015/11/joint-statement-of-russian-and-turkish-workers/.
The flag has a largely dark red field, with a dark blue vertical bar at the
hoist, the two parts of the flag separated by a white vertical chevron pointed
toward the hoist. The name of the organization appears in white Cyrillic
characters in the red portion of the field.
